Introduction


China-Africa Lekki investment Ltd (Hereinafter referred to as "CALI") was established as a joint venture by China Railway Construction Corporation Limited (“CRCC”) , China-Africa Development Fund (“CAD FUND”), China Civil Engineering Construction Corporation(CCECC) and Nanjing Jiangning Economic and Technological Development Corporation in Beijing in March of 2006. CALI is a large investment management company specialized on overseas project investment, with a total paid-up capital of 1.143 billion Yuan.
The Lekki Free Zone (Hereinafter referred to as "LFZ") located at Lekki peninsula of Lagos state in Nigeria, which is the largest economy entity and first populous country in Africa. LFZ borders Lekki Lagoon in the north and faces the Atlantic Ocean in the south, with a total planning area of 30 square kilometers is the largest “overseas Economy and Trade Cooperation Zone” of China. LFZ is expected to total investment of 12 billion Yuan, and with a planning objective of building a modern urban complex integrating production, life, leisure and entertainment.  LFZ was granted as one of the national-rank“overseas Economy and Trade Cooperation Zones” by the ministry of commerce in November of 2007, and then passed the assessment of confirmation by ministry of commerce and ministry of finance in November of 2010. In April of 2010, Phase I of LFZ(11.76 square kilometers)gained the approval of project investment from National Development and Reform Commission of China.
